Window jumps two times when you tap on the scroll bar arrow one time on the touchpad in Windows RT 8.1 or Windows 8.1

Symptoms

Consider the following scenario:

  • You have a Precision Touchpad (PTP)-based computer that is running Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2.
  • You run an application, and then you try to scroll a window in the application by tapping on the scroll bar arrow for the touchpad.
In this scenario, when you tap on the scroll bar arrow one time, the window jumps two times.

Resolution
