FIX: A HIP service that uses SNA (APPC) stops running when it receives a request from an IBM mainframe app

Symptoms

When the Host Initiated Processing (HIP) service is configured to use SNA (APPC) to communicate with an IBM mainframe, the service may stop running when it receives a request from an IBM mainframe application. When this problem occurs, an event that resembles the following may be logged in the Application log:
