This behavior is caused by a new feature that is introduced in the Windows 8.1 Update. In order to improve performance on systems with less system memory, Windows Explorer maximizes desktop windows when it is possible. This allows for better optimization of system resources related to maintaining the graphical contents of the windows. This optimization is enabled on systems that have small screen sizes (less than 10 inches), as these systems derive less benefit from having many desktop windows simultaneously visible.
