Virtual machine creation fails when you try to deploy a virtual machine in Windows Azure Pack

Symptoms

When you try to deploy a virtual machine in Windows Azure Pack to a cloud that has a capability profile selected, virtual machine creation may fail, and you receive the following errors:

Error (31304)
VM Role resource (VMNAME) was not successfully deployed in the Cloud Service.

Recommended Action
VM Role can be repaired if the entity was created.



Error (23776)
The VM [machine001] could not be placed on cloud [Gold Cloud] due to the following issues:

(2 / 2) 23751
The virtual machine workload machine001 specifies settings that are not allowed by any capability profile supported by the cloud. A list of validation errors specific to each matching capability profile can be accessed by validating the hardware profile or template before it is rated

Recommended Action
Ensure that there are no operations occurring on virtual machine machine001 and attempt placement again.



Error (23737)
The deployment configuration for VM with name machine001 cannot be placed on the host group or cloud that it targets. More detailed information can be found by getting star ratings for the target host group or cloud.

Recommended Action
Ensure that sufficient host resources are available on the host group or cloud that this virtual machine configuration targets by resolving any issues found while rating the virtual machine and try the operation again.



Error (23737)

Error (22042)
The service Testno88 was not successfully deployed. Review the event log to determine the cause and corrective actions.

Recommended Action
The deployment can be restarted by retrying the job.

Cause

This behavior is by design. Cloud capability profiles are not supported with virtual machine roles for Windows Azure Pack deployments.

Resolution

To enable setup to continue, disable any capability profiles in Microsoft System Center Virtual Machine Manager. To do this, follow these steps:
  1. Log on to the System Center Virtual Machine Manager Admin console as an account that has administrative permissions.
  2. Locate VMs and Services, select Clouds, and then select the cloud to which you are deploying.
  3. Right-click the cloud, and then select Properties.
  4. Select Capability Profiles.
  5. Click to clear the check boxes for any profiles that are selected. Disabling all profiles enables deployment to any hypervisor.
  6. Restart the deployment.

More Information

The three capability profiles are as follows:
  • ESX Server 
  • Hyper-V 
  • XenServer
Make sure that no capability profiles are selected. If any of the profiles are selected, the deployment fails, and you receive the errors that are mentioned in the "Symptoms" section. Disabling all capability profiles is the logical equivalent of having all profiles enabled.
