Windows 8.1 can display incorrect radio access technology next to the mobile broadband network name

Symptoms

On Windows 8.1, when a user first selects a region for accessing mobile broadband connectivity, the wrong radio access technology may be displayed alongside the mobile broadband network name. For example, "(1xRTT)" or "(1xEVDO)" is displayed next to the mobile broadband network name incorrectly.

Cause

This issue can occur if the mobile broadband modem supplies a list of providers to the Mobile Broadband class driver through the CID_MBIM_MULTICARRIER_PROVIDERS response. The Mobile Broadband Interface Model (MBIM) specification allows only for reporting of the MBIM_CELLULAR_CLASS together with possible values that include "GSM" or "CDMA." The currently registered network data class does not necessarily apply to a multi-carrier provider (for example, "1xRTT" is not valid for a "GSM" network). The Mobile Broadband class driver apparently selects the same data class for all networks in this scenario by default.
