Windows Explorer crashes when you cut the same file three times in Windows 7 or Windows Server 2008 R2

Symptoms

Assume that you have an application that runs at System integrity level or High integrity level instead of Medium integrity level, and starts listening to the clipboard events on a computer that is running Windows 7 or Windows Server 2008 R2. You move the same file three times consecutively to the Clipboard by using the Cut command under the right-click menu in Windows Explorer. In this situation, at the third Cut operation, Windows Explorer crashes.

This issue occurs because a stack overflow occurs in Windows Explorer that runs at Medium integrity level.
