You cannot use printers to print files after applying update 2975719 in Windows 8.1

Symptoms

Consider the following scenario:

A user who is working on computer A that is running Windows 8.1 connects to a printer that is shared with another computer (computer B) over the network.
The shared printer is connected to computer B through the Web Services on Devices (WSD) connection protocol.
The user applies update 2975719 (that is released before September 2, 2014) on computer A.

In this scenario, the user cannot print to any printer.

This issue occurs because the Print Spooler service crashes.

To resolve this issue, install update 2975719 that is re-released on September 2, 2014.
