"Insert a SIM" text is still shown in VAN UI after you insert a SIM card in Windows 8.1 or Windows RT 8.1

Symptoms

Consider the following scenario:
  • You have a computer that uses the mobile broadband connection.
  • You remove a SIM card from the computer.
  • You insert a SIM card again.
In this scenario, even if the SIM card is detected by the adapter, the View Available Networks UI (VAN UI) still shows Insert a SIM text until the network connection is established. After you install this update, the VAN UI shows No service text until the network connection is established.
