IPersistStreamInit::IsDirty property always returns a false value in Internet Explorer 11

Symptoms

In an application hosting the WebBrowser control in Internet Explorer 11, the IsDirty method of a serial stream always returns a value of "S_FALSE" and indicates that the object is unchanged even if the document is actually changed.
