URL of a web application is broken when you access the web application by using WAP in Windows Server 2012 R2

Symptoms

Consider the following scenario:
  • You access a web application by using the Active Directory Federation Services (AD FS) Web Application Proxy (WAP) that is running on a Windows Server 2012 R2-based computer.
  • Data that contains non-ASCII characters (such as ä) is passed to the web application through the query string of a URL (for example, you open an item that contains non-ASCII characters). 
In this scenario, you notice that the data is not encoded correctly, and the web application may not work.

Cause

This issue occurs because the AD FS WAP cannot encode the URL correctly if the URL contains non-ASCII characters.

Resolution
