Event ID 248 occurs after you change the token-signing and token-decryption certificates on internal AD FS servers

Symptoms

After you change the token-signing and token-decryption certificates on internal Active Directory Federation Services (AD FS) servers, the AD FS proxy server does not list the AD FS endpoint. Additionally, you receive the following error message:

Event ID 248 'An unsecured or incorrectly secured fault was received from the other party. See the inner FaultExecption for the fault code and detail.'

Workaround

To work around this problem, restart the AD FS servers. Or, restart the AD FS and Internet Information Services (IIS) services on the AD FS servers.
