"0x0000009F" Stop error when you restart a Windows 8.1 or Windows Server 2012 R2-based computer

This article describes an issue when you restart a computer in Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2. The issue is resolved inupdate rollup 2967917, or in hotfix 2973445 that is described in this article and has a prerequisite.

Symptoms

Assume that you have a computer (such as a Microsoft Surface) that is running Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2. When you restart the computer, you may receive a Stop error message that resembles the following:

STOP: 0x0000009F ( parameter1, parameter2, parameter3, parameter4 )

Notes

  • This Stop error indicates a DRIVER_POWER_STATE_FAILURE issue. 
  • The parameters in this Stop error message vary, depending on the configuration of the computer. 
  • Not all "0x0000009F" Stop errors are caused by this issue.

Resolution

To resolve this issue, install update rollup 2967917, or install the hotfix that is described in this article.
