August 2014 MDM client update in Windows RT 8.1 and Windows 8.1

Symptoms

Issue 1

Assume that you install a Windows Store app, such as Microsoft OneNote, through Mobile Device Manager (MDM) in Windows RT 8.1 or Windows 8.1. In this situation, the app cannot be updated through Windows Store. Specifically, on the Store update page, you receive the following error message for the app:
This app wasn't installed - view details.

Additionally, after you click the view details link, you receive the following error message:
Something happened and this app couldn't be installed. Please try again. Error code: 0x803d0000

Issue 2

When the device name uses non-English characters in Windows RT 8.1 or Windows 8.1, the MDM service cannot process device inventory correctly.

Moreover, if the VPN or Wi-Fi profile names contain non-English characters, the enrolled devices cannot retrieve the profiles from the MDM service.
