Power button doesn't work on a touch-screen device in Windows 8.1

Symptoms

If you are using a touch-screen device in a Windows 8.1 environment, and you touch the screen during startup, the on-screen Power button may not respond. Other touch-screen functionality works as expected.

Cause

This issue occurs if the tablet input service is running in restricted mode.

Resolution

To resolve this issue, sign in to the computer. The Power button will now work as expected.
