"Unhandled Exception" error when you open a GPO in Group Policy Management Editor

Symptoms

Consider the following scenario:
  • A Group Policy Object (GPO) is created on Windows Server 2012 or Windows Server 2012 R2.
  • The GPO contains a Group Policy preference item (such as a Registry preference item), and a preference item-level targeting based on "Operating System" is defined.
  • The specified item-level targeting scope is "Windows 8" or "Windows 8.1."
  • You open the GPO by using Group Policy Management Editor on a computer that is running an earlier version of Windows Server.

In this scenario, an "Unhandled Exception" error occurs when Group Policy Management Editor tries to open the item-level targeting definition.

Cause

This behavior is a known problem in the Windows Server operating systems (or Remote Server Administration Tools) that are described in this article.

Resolution

To work around this issue, always edit the GPOs by using the most recent version of Group Policy Management Editor. This is a recommended practice.

More Information

This error can occur if you edit an item-level targeting defintion for "Operating System" by using an earlier version of Group Policy Management Editor. The error message is as follows:
Title: Targeting Editor

Unhandled exception has occured in a component in your
application. If you click Continue, the application will ignore this error
and attempt to continue.

Index was outside the bounds of the Array.
