DHCP server fails to lease reserved IP addresses in Windows Server 2008 R2

Symptoms

A Dynamic Host Configuration Protocol (DHCP) server that's running Windows Server 2008 R2 doesn't lease reserved IP addresses as expected. Instead, the server continuously sends negative acknowledgment (NACK) responses to DHCP clients. This problem occurs when one of the following conditions is true:

The reserved IP address is marked as BAD_ADDRESS.
The reserved IP address is in an exclusion range.

Resolution

Hotfix information

A supported hotfix is available from Microsoft Support. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
