Assume that you have a Windows 8.1-based or Windows Server 2012 R2-based cluster. When the cluster service on a node is instructed to stop, it checks whether the cluster would have quorum with this node itself going down. If the remaining nodes do not have quorum, then if this node goes down, it will cause the whole cluster service to stop.
