This issue occurs when you repeatedly preview recorded videos in the Modern Camera app in Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2.

More Information

Cause
This issue occurs because the video synchronization object may encounter a race condition upon stopping the video stream under a stress condition. If this happens, the Modern Camera app cannot start a new video session, and therefore it cannot start the video recording operation.
