You are always prompted for the virtual smart card PIN when you use the Certutil.exe command-line tool in Windows 8.1 or Windows Server 2012 R2

This article describes an issue when you use the Certutil.exe command-line tool. A hotfix is available to resolve this issue. The hotfix has a prerequisite.

Symptoms

Assume that you copy a .pfx certificate file to a Windows 8.1-based or Windows Server 2012 R2-based computer that has its Trusted Platform Module (TPM) chip enabled. You run the certutil -importpfx command and the -pin argument to import the .pfx file together with a virtual smart card (VSC) personal identification number (PIN). In this situation, the -pin argument cannot be recognized, and you are always prompted for the VSC PIN.

Cause

This issue occurs because the value for the -pin argument is saved into a global variable during the argument processing. However, the value is never used by the Certutil.exe command-line tool. Therefore, you are always prompted for the VSC PIN.

Resolution

To resolve the issue, install the hotfix that is described in this article.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Prerequisites

To apply this hotfix, you must be running Window 8.1 or Windows Server 2012 R2. Additionally, you must have the following update installed:

Registry information

To use the hotfix in this package, you do not have to make any changes to the registry.

Restart requirement

You do not have to restart the computer after you apply this hotfix.

The global version of this hotfix installs files that have the attributes that are listed in the following tables. The dates and the times for these files are listed in Coordinated Universal Time (UTC). The dates and the times for these files on your local computer are displayed in your local time together with your current daylight saving time (DST) bias. Additionally, the dates and the times may change when you perform certain operations on the files.
Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 file information and notes

MUM, MANIFEST, and the associated security catalog (.cat) files, are very important to maintain the state of the updated components. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
