OneNote occupies a slot in the OEM's preinstall application list in Window 8.1 or Windows Server 2012 R2

Symptoms

Assume that an OEM has several applications preinstalled and pinned to the Start screen in Windows RT 8.1, Window 8.1, or Windows Server 2012 R2. In this situation, they encounter one of the following issues:

  • If the OEM installs Microsoft OneNote, one of their applications is dropped from the Start screen.
  • If the OEM does not install OneNote, the customers see a blank space on the Start screen after the out-of-box experience (OOBE) wizard is run.
