Error "E_NOTIMPL" when you retreive thumbnails for video or audio files in Windows 8.1 or Windows Server 2012 R2

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 8.1 or Windows Server 2012 R2.
  • You have a video or audio file that is placed in the "C:\Users\<user_name>" directory.
  • You use the IThumbnailProvider::GetThumbnail method to obtain a thumbnail of this file.
In this scenario, error "E_NOTIMPL" occurs, and you cannot retrieve the thumbnail.

Resolution
