The WebClient service does not send cookies in Windows

View products that this article applies to.

Symptoms

After you apply hotfix 2563214 , the WebClient service does not send persistent cookies for all requests in Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 Service Pack 1 (SP1). An example of the type of cookie that is not sent is a Forms Based Authentication (FBA) cookie.

The current behavior of this service to not to add cookies to a request until an HTTP status 401 or 403 response is received from the remote server. This can cause failures when you connect to or open an Explorer View connection to SharePoint servers that require FBA cookies for authentication.

The error symptoms vary by server configuration. When you try to access SharePoint server resources on the client, you may receive an error message that resembles the following:

Access Denied
Your Client does not support opening this list with Windows Explorer
A forms logon page rather than the desired content

This issue also occurs in Windows 8.1 or Windows Server 2012 R2.
