Assume that you are using Windows Server 2003 Terminal Server, and that you have configured it to use a license server installed on Windows Server 2012 or a later version. In this situation, you may notice that the Per Device client access licenses (CALs) used by the Remote Desktop Protocol (RDP) clients are always temporary, and that no permanent licenses are issued for these Windows Server 2003 Terminal Services (TS) clients.
To verify this issue, open Remote Desktop Licensing Manager and check the issued licenses. If you have installed Windows Server 2003 Per Device CALs, you notice that none of them may be issued. If you have installed only Windows Server 2008 or Windows Server 2012 CALs, you notice that no CALs may be downgraded to be issued by Windows Server 2003.
