Windows 8 Application Launcher node on ELM tool cannot start on the Windows Embedded 8.1 Industry device

This issue occurs because Windows 8 Application Launcher node has to retrieve Application names from the Windows Embedded 8.1 Industry device.
This hotfix installs an extension to the Windows 8 Application Launcher on the device that returns the friendly names. The ELM’s App Launcher node does not work without this extension.
