The Send option does not work for contacts in the Contacts folder

Symptoms

When you add a contact from the Contacts folder in a new message in Microsoft Outlook, right-click the contact in the To field, and then click Send Options, you may receive the following error message:
Cannot perform the requested operation. The command selected is not valid for the recipient. To set options for this message, click Options on the toolbar.
To determine the unique number that is associated with the message that you receive, press CTRL+SHIFT+I. The following number appears in the lower-right corner of this message:

If you click the To button, add a contact from the Contacts folder to the To box, right-click the contact, and then click Send Options in a new message, you may receive the following error message:
Per-recipient send options could not be set. This recipient has no options specified.

Workaround

Use the following steps to work around this problem:
  1. Open the Contacts folder.
  2. Right-click a contact.
  3. Click New Message to Contact.
  4. Right-click the recipient in the To field.
  5. Click Send Options.
