XFOR: Error Message: "Connection to Host Lost" When Running Exchange 2000 Server Behind Proxy Server 2.0

Symptoms

When you are running Exchange 2000 behind Microsoft Proxy Server version 2.0, the following event may appear in the System log:
Event ID: 115 Event Type: Error Event Source: SMTPSVC Description: The service could not bind instance 1. The data is the error code.
Also, when you attempt to connect to the server in question by using Telnet, you may receive the following error message:
Connection to host lost.
Subsequently, all attempts to receive inbound Internet (SMTP) mail from all external hosts do not work.

Cause

Access Control may be enabled on the proxy server.

Disable Access Control on the proxy server, if it is enabled.
