IdTech magnetic stripe reader device does not work in Windows 8.1

Symptoms

When you use an IDtech magnetic stripe reader device such as MiniMag (PID 500) or SecureMag (PID 2010) through a generic human interface device (HID) in Windows 8.1, you receive invalid data from the device. Therefore, retail devices do not work as expected.
