Changing display resolution in Control Panel may fail on the first attempt

Symptoms

On a computer which has a high-DPI display, you attempt to change the screen resolution from the default by using the desktop Control Panel. After selecting the new desired resolution, you click on the Apply button. In some cases, the new screen resolution is not applied. Instead, the screen flashes, the Control Panel window closes and reopens, and the current screen resolution is retained.

Cause

This is a known problem with Windows 8.1 which can occur under certain conditions.

Resolution

To work around this problem, use one of the following methods:
  • Attempt to change the screen resolution a second time. On the second attempt, the screen resolution change should proceed as normal.
  • Use PC settings to change the screen resolution, instead of Control Panel. To do this, swipe from the right edge of the screen, tap Settings, and then tap Change PC settings. (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.) Then select PC and devices, followed by Display.
  • Open Control Panel. For View by, select Category. When Control Panel is set to category view, screen resolution changes via the Control Panel will work on the first attempt.
