You cannot establish an IPsec connection with certain third-party devices in Windows

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 8.1, Windows Server 2012 R2, Windows 7 Service Pack 1, or Windows Server 2008 R2 Service Pack 1.
  • You try to set up an Internet Protocol security (IPsec) connection with certain third-party devices that use Internet Key Exchange version 1 (IKEv1) together with Advanced Encryption Standard-Galois Message Authentication Code (AES-GMAC-128, AES-GMAC-192 or AES-GMAC-256) as an integrity algorithm.

In this scenario, you cannot establish the IPsec connection.

Cause

This problem occurs because the transform identifier that is used for AES-GMAC integrity algorithms in Windows is incorrect.

Resolution

To resolve this issue for Windows 8.1 and Windows Server 2012 R2, install update 2919355.
To resolve this issue for Windows 7 and Windows Server 2008 R2, install the hotfix that is described in this article.

Hotfix information for Windows 7 and Windows Server 2008 R2

A supported hotfix is available from Microsoft Support. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Windows 7 and Windows Server 2008 R2 file information and notes
