CPU usage increase and possible freezes during shutdown after you upgrade to Windows 8.1

Symptoms

After you upgrade the system from Windows 8 to Windows 8.1, CPU usage may frequently be high and the system may sometimes freeze during shutdown. Even when the computer is idle, the CPU usage may exceed 40%.

Cause

This issue occurs because the Windows Backup Process (SDCLT.exe) keeps starting itself.

Resolution

To resolve this issue, install update 2919355. For more information about how to obtain update 2919355, click the following article number to view the article in the Microsoft Knowledge Base:

Note The problem described in this article may occur when you restart your computer to apply the hotfix. After restarting, the old files will be replaced, and the problem will not occur afterward.

Workaround

To work around this issue, follow these steps:
  1. Press the Windows key to go to the Start screen.
  2. Type Schedule tasks, and then click Schedule tasks.
  3. On the navigation pane, expand Task Scheduler Library, Microsoft, Windows, and then click WindowsBackup.
  4. Right-click the ConfigNotification task, and then click Disable.
