Enterprise library cache manager configured incorrectly when you install Release Management server for TFS 2013

Symptoms

When this issue occurs, you receive an error message that states enterprise library cache manager is configured incorrectly.

The following error message will be logged in the event log:
Object reference not set to an instance of an object.

Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code. 

Exception Details: System.NullReferenceException: Object reference not set to an instance of an object.

Cause

This issue occurs because the .NET Framework 4.5 and .NET Framework 4.5.1 are not in good state.

Resolution

To resolve this issue, uninstall both the .NET Framework 4.5 and .NET Framework 4.5.1 and let the Release management server installer download and install them again.
