Update fixes several Windows Store app-related issues

Symptoms

When you use Windows Store apps in Windows 8.1, you may encounter one of the following issues.
Issue 1
When an app displays some images, the CPU usage of the app is high. This issue occurs even when the app is in an idle state.
Issue 2
When you use an app that uses a WebView control to display data, the app may crash.
Issue 3
When you open a video file from Microsoft OneDrive, you may receive the following error message:
It’s likely that the file is in an unsupported format.
