On resume from hibernate in Windows 8.1, Device Manager reports a Code 10 for some mobile broadband devices

Symptoms

After resuming from hibernation, Device Manager may report a Code 10, "This device cannot start", error with a yellow exclamation mark on some mobile broadband devices.

Cause

In this instance, the Code 10 error in Device Manager indicates that the device could not start properly when resuming from hibernation. The error occurs because Windows is not able to recover the device when you have the option "Allow this device to wake the computer" selected on the Power Management tab.

Resolution

Microsoft is investigating a permanent fix for a future version of Windows.

Workaround

To work around this issue:
  1. Open Device Manager.
  2. Right-click on the device with the Code 10 error, and select Properties.
  3. Select the Power Management tab.
  4. Clear/Uncheck the "Allow this device to wake the computer" option.
  5. Click OK.
  6. Close Device Manager.
