"Could not find the file or assembly System.Management.Automation" error during a deployment in Release Management 2013

Symptoms

Consider the following scenario:
  • You install a deployment agent on a computer that's running Windows Vista.
  • The deployment agent is configured to use a Service account that is not a local administrator.
  • The deployment agent is in a ready state, and you try to run a simple deployment. For example, you try to run a deployment by using the Create Folder action.
In this scenario, the deployment fails. Additionally, you receive an error message that resembles the following:

Cause

This issue occurs because to use the Tools and Actions component, you must have Windows PowerShell installed on the computer that's running the Microsoft deployment agent.

Note By default, Windows PowerShell is not installed in Windows Vista.

Resolution

To resolve this issue, install Windows PowerShell 2.0 on the Windows Vista computer that is running the Microsoft deployment agent. For information about how to install Windows PowerShell 2.0, see the following article in the Microsoft Knowledge Base:
