Bcd.dll is missing from "<SystemDrive>:\Windows\SysWow64" in Windows Server 2012 R2

Symptoms

On a computer that is running Windows Server 2012 R2, the Bcd.dll file is missing from the following folder:
SystemDrive:\Windows\SysWow64
Note The absence of the Bcd.dll file causes a failure in the Vssapi.dll file, which is a backup engine. System Center developers use the Vssapi.dll file to build backup solutions.
