USB 3.0 Bluetooth device still drains power when computer is in sleep mode in Windows

Symptoms

Consider the following scenario:
  • You have a Windows RT 8.1 or Windows 8.1 based-computer that has a USB 3.0 controller installed.
  • You connect a USB 3.0 Bluetooth device to the computer.
  • You put the computer into sleep mode.
In this scenario, the computer still supplies power to the Bluetooth device unexpectedly.

Cause

This issue occurs because the Bluetooth device driver does not cancel its wait wake I/O request packet (IRP) that is pending on the IRP queue of the USB 3.0 controller. Therefore, the USB controller driver assumes that the device still requires power in order to wake up the computer.
