Inability to change flicker frequency in the Windows 8.1 Camera App

Symptoms

Consider the following scenario:
  • You have a device running Windows 8.1.
  • You launch the Camera App in picture / video mode.
  • While viewing the live image, a thin horizontal line may appear on the display.
  • You attempt to change the flicker frequency of the Camera App.

In this scenario, you will notice that the Camera options does not include an option to adjust the flicker frequency.

Cause

This behavior is by design.

Resolution

To work around this issue, utilize the camera capture control from account picture to change the flicker frequency by doing the following:
  1. Open the Settings charms menu, select Change PC Settings.
  2. From PC settings, click Account picture.
  3. Under Create an account picture, click the Camera.
  4. Click on Camera Options and then click More.
  5. Select the desired frequency (i.e. 50 Hz, 60 Hz) under Flicker.

More Information

The Windows 8.1 Camera App has been completely re-written and is thus different from the Windows 8.0 Camera App, and the Windows 8.0 Camera App is no longer available for 8.1. Some of the functionally or options may not coincide with those of the previous build of the Camera App that was included with Windows 8.0. The Windows 8.1 Camera App does not have the option to change flicker frequency (i.e., change the frequency between 60Hz and 50Hz).

The Windows 8.0 Camera App has an option to change the flicker frequency. When you click on Camera options -> Click on More. This will bring up the More options menu, which has an option to change the flicker frequency between 60Hz and 50Hz on some devices.
