The Store app crashes after you upgrade to Windows 8.1

Symptoms

After an unexpected shutdown, you may be unable to start the Windows Store in Windows 8.1. Specifically, when you try to start the Store app, it will be stuck in the "loading" phase with the loading icon spinning indefinitely.

This update will be automatically installed if you upgrade from Windows 8 to Windows 8.1.

To apply this update, you must have an internet connection while upgrading from Windows 8 to Windows 8.1.
