FIX: A USB 3.0 device does not function correctly when it is attached to a USB 2.0 port in Windows 8 or Windows Server 2012

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 8 or Windows Server 2012.
  • The computer has a universal serial bus (USB) 2.0 port with hardware-controlled USB 2.0 Link Power Management (LPM) enabled.
  • You attach a USB 3.0 device to the USB 2.0 port.

In this scenario, the USB 3.0 device does not function correctly. For example, the device does not appear in Device Manager or any relevant application.

This problem affects the following devices:

  • Toshiba V63700-C Canvio 1TB HDD
  • Sandisk Extreme 16 GB

Windows 8 and Windows Server 2012 file information notes
