Cause

When you move all resources in a two-node cluster to one node, the system attendant on the other node is no longer responsible for any resources. However, the system attendant does not distinguish between not being responsible for a virtual machine, and not being able to start a virtual machine. Therefore, it logs the error. This error can be safely ignored.
