Symptoms

When you are attempting to run Exchange 2000 Setup by using the /domainprep parameter, you receive the following error message:
The component "Microsoft Exchange Domain Preparation" cannot be assigned the action "DomainPrep" because:

Setup has detected that ForestPrep has not been run on this machine. Please run ForestPrep before attempting to run DomainPrep in this domain. For more information please see the installation documentation.
This behavior occurs even after you successfully run the setup /forestprep command.

Cause

This behavior occurs because the following Exchange Setup key is not being built during the setup /forestprep portion of the installation:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Exchange\Setup
