You can use the Public Folder Administration tool  that is included in the Exchange 2000 Server Resource Kit to administer public folders on an Exchange 2000 computer.  If you are an administrator, you can use the Public Folder Administration tool to change the replicas and permissions on a folder or folder tree.
To start the Public Folder Administration tool, double-click the Pfadmin.exe file.  You can then enter appropriate commands.   
The following commands are used with the Public Folder Administration tool. Separate each parameter of a command with a tab. 
NOTE: Each  Public Folder Administration tool command has a scope. The scope can be ALL for the full public folder hierarchy, or you can  define the scope for a specific public folder tree. You can also define the scope for an individual folder. If the command does not include a scope, then the Public Folder Administration tool assumes ALL for the full public folder hierarchy. 
- Command: list
 Scope: Optional
 Additional Parameters: None
 Description:  This command lists the folders starting from the scope.
- Command: listacl
 Scope: Optional
 Additional Parameters: None
 Description:  This command lists the Access Control Lists (ACLs) for the folders starting
        from the scope.
- Command: listRepl
 Scope: Optional
 Additional Parameters: None
 Description:  This command lists the replication stores for the folders
        starting from the scope.
- Command: listrights
 Scope: Optional
 Additional Parameters: None
 Description:  This command generates a list of user rights.
- Command: messageclass
 Scope: Required
 Additional Parameters: [CSV file]
 Description:  This command counts the number of classes of messages for the
        folders starting from the scope.
- Command: setacl
 Scope: Required
 Additional Parameters: Add, delete, or replace      Account Right [allow/deny]
 Description:  This command sets an ACL for the folders starting from the scope.
- Command: setrepl
 Scope: Required
 Additional Parameters: Add, delete, or replace      replication store
 Description:  This command sets a replication store for the folders starting
        from the scope.
- Command: rehome
 Scope: Required
 Additional Parameters: replication store
 Description:  This command sets the folders to the replication store and remove
        any other replications.
