Characters in vertical fonts are not displayed correctly in Windows 8

Symptoms

Some characters are not displayed correctly if you use an East Asian vertical font (such as Japanese @MS Mincho) in Windows 8. Specifically, the characters are unexpectedly rotated 90 degrees.
