The USB 3.0 host controller does not start on a computer that has 15 or more core processors

Symptoms

You have Windows 8 or Windows Server 2012 installed on a computer that has 15 or more core processors. When you start the computer, the USB 3.0 host controller does not start.

This problem occurs when the KeQueryActiveProcessorCountEx(0) routine returns any of the following results:
