"This page cannot be displayed" error when you view a merged .xps file in Windows 8 or Windows Server 2012

Symptoms

Assume that you merge several XML Paper Specification (XPS) files into one .xps file. In this scenario, the merged file is not viewable on a computer that is running a Windows 8-based or Windows Server 2012-based operating system.

For example, some pages may be shown correctly. However, when you try to view the majority (about 80 percent) of the pages, you receive the following error message:

This page cannot be displayed.

Note If you print the .xps file, all the pages print correctly.

Cause

The file merge operation adds relationships between story fragments and fixed pages in XPS viewer. The problem that is mentioned in the "Symptoms" section occurs because because the XPSServices.dll file does not consider whether a story fragment has already been consumed by any page.

A story fragment must not be shared between pages. If a story fragment is shared between two or more pages, the XPSServices.dll file should process the fragment only for the first page and then ignore the fragment for the remaining pages.

Windows 8 and Windows Server 2012 file information notes
