You cannot send an RTF email message that contains an embedded picture to an external recipient in an Exchange Server 2010 SP3 environment

Symptoms

Consider the following scenario:
  • You apply Microsoft Exchange Server 2010 Service Pack 3 (SP3) on a Windows Server 2012 server.
  • You create a Rich Text Format (RTF) email message and insert a picture into the message body.
  • You try to send the email message to an external recipient.
In this scenario, the email message remains in the Submission queue and is not sent. Additionally, you receive the following error message when you run the Get-Queue cmdlet in Exchange Management Shell (EMS):
Last error: A storage transient failure had occurred during content conversion.

Cause

This issue occurs because Windows Server 2012 uses a new behavior in the transport pipeline.

To resolve this issue, install the following update rollup:
