View Avaiable Networks panel doesn't update SIM insertion in no service area

Symptom:

Consider the following scenario:

Users connects to the internet with Mobile Broadband device, when entering no service area. The View Available Area (VAN) panel shows the state as "No service" correctly.

When user removes the SIM card, VAN updates the display to "Insert a SIM" correctly.

However, when user insert the SIM back, VAN doesn't update the display, it still shows "Insert a SIM".

Workaround:

In Windows 8, the connection manager will not update the display when inserting a SIM card under no service area. A restart of Windows Explorer will correct the display.
