Cause

This can occur if an auto-start service makes a web service call during its start routine.

Resolution

Set the start type of the WinHTTP Web Proxy Auto-Discovery Service to automatic (the default is Manual) using the Services MMC snap-in or sc.exe.

More Information

When an auto-start service makes a call to a demand-start service, the demand start service will be blocked until the SCM times out waiting for the auto-start services to complete starting.
