Frame rate drops when you move the pointer over Flash content on a webpage in Internet Explorer 10 in Windows 7 and Windows Server 2008 R2

Symptoms

Assume that you browse to a webpage that has the Adobe Flash Player plug-in enabled in Internet Explorer 10 on a Windows 7-based or Windows Server 2008 R2-based computer. You move the pointer over some flash content. In this situation, you experience a drop in frame rate.
