You cannot mount a new volume in Windows 8 or Windows Server 2012

Symptoms

Assume that you have a computer that is running Windows 8 or Windows Server 2012. When you try to create a new volume and mount the new volume to an NTFS folder by using Disk Manager, you receive the following error message: 

The volume was created successfully but it was not assigned an access path. Retry assigning the access path by using the change drive letters and paths task.
